ECE R90 means the exact replacement brake product needs relevant approval evidence
For an importer, ECE R90 is not a general quality badge for a brake factory. It is a United Nations regulation covering specified replacement braking products and their approval against defined requirements. PartSail describes ECE R90 as applying to replacement brake linings, pads and discs and as required for the EU aftermarket. The practical task is to confirm that the exact product and vehicle application being imported are covered by valid approval evidence.
Do not accept “our factory has R90” as the end of the check. Ask for the approval document and its annexes, then compare the approval holder, product type, identifying mark, application or reference scope and current validity with the quotation. A certificate for one pad family does not automatically cover a different formulation, brake disc or vehicle application.
The importer should also verify the rules currently applicable in the destination country. ECE R90 evidence supports a defined regulatory requirement; it does not replace customs, labeling, producer-responsibility or other national obligations.
Know what the approval does—and does not—tell you
ECE R90 creates a regulated basis for approved replacement braking components within its scope. It helps prevent a buyer from relying only on a supplier’s internal claim that a product is “equivalent.” The approval documentation and required product identification allow the imported item to be connected to an approved product family or application.
It does not mean every product sold by the approval holder is covered. It does not certify unrelated suspension, steering or electronic items. It is also different from a management-system certificate. PartSail lists IATF 16949:2016 and ISO 9001:2015 among available certifications, but those concern quality-management systems and their stated scope; they do not substitute for product approval under ECE R90.
CE marking is another separate subject. Buyers should not combine ECE R90, CE, IATF 16949 and ISO 9001 into a single “certified factory” checkbox. Each document must answer its own question.
Check the approval package line by line
Request clear, complete copies rather than a cropped logo page. The verification file should let you answer:
- -Who holds the approval, and does that entity relate to the quoted manufacturer or product?
- -Which regulation version, product category and approval number are shown?
- -Which part references or vehicle applications are within scope?
- -What approval marking must appear on the product or packaging?
- -Do the sample, quotation and production marking match the document?
- -Are annexes, extensions or limitations needed to understand the coverage?
If the commercial reference differs from the approval reference, ask for a documented mapping. Do not create that mapping from appearance alone. Where a number has been superseded, retain the evidence that connects old and new references.
Use the approval authority’s or a reliable verification channel where available. If the documentation is ambiguous, obtain advice from a qualified compliance specialist before shipment.
Make marking and traceability part of inspection
Approval evidence is useful only when the shipped product can be tied back to it. Before production, agree on part marking, label, product reference, batch or traceability information and packaging presentation. Include those points in the approved sample and pre-shipment inspection.
PartSail states that paid samples are available and that the sample cost can be refundable against bulk orders. For a new R90-controlled line, a sample can confirm the physical marking, dimensions, label and packaging against the submitted documentation. Confirm the sample-credit condition in the quotation. Keep photographs and, where practical, retain the approved sample.
During batch inspection, reconcile cartons and products against the purchase order and approval mapping. Check that different applications have not been packed under one generic label. Record discrepancies and resolve them before cargo release rather than relying on a later correction.
Include compliance in MOQ and lead-time decisions
PartSail discloses an MOQ negotiable from 100–200 sets per SKU, mixed-container support and a normal production lead time of 15–35 days depending on quantity and customization. Compliance review should occur before those commercial figures drive the order. A lower minimum does not make an uncovered application acceptable, and custom private-label work must not obscure required approval identification.
Ask whether the approved product is already in the normal production program, whether the requested compound or construction matches the approval, and whether custom packaging affects labels or schedule. The specific lead time should be confirmed only after SKU scope, quantities, artwork and inspection requirements are fixed.
For a mixed container, maintain an approval-status column by SKU. Regulated brake lines should not inherit the status of another approved item in the same shipment.
Keep an importer-controlled technical file
Store the supplier’s legal identity, approval documents, scope mapping, quotation, approved marking, sample record, inspection result, commercial invoice and packing list together. Ensure the product description and references remain consistent across those records. If the supplier changes the manufacturing source, material, formulation or marking, stop and ask whether the existing approval remains applicable.
Review documents again when adding a vehicle application or reordering after an approval change. Compliance is not a one-time brochure check. It is a traceable relationship between the regulation, approval holder, exact product, application, marking and goods shipped.
The practical meaning of ECE R90 for an importer is therefore narrow and important: obtain evidence for the specific replacement braking product, verify its scope, preserve required identification and inspect the batch against that evidence. This disciplined approach is more reliable than asking whether a supplier is “R90 certified,” because the commercial risk sits at SKU and application level.
